This is horrible and I feel for you! I have lived in several different apartments during my life and have never had anyone enter my apartment without prior consent or notification. What this guy is doing to you is against the law and he should be arrested for it! As for the creepy homeless guy trying to break in, I would get a gun or at least some pepper spray if I were you. Next time he tries to break in he'll get a nasty surprise! I hope for your sake that you can move out of there soon if you haven't already done so.
