Positive turnout . I had the same problem but i acted like a grown woman and taLked to my nieghbor and come to find out it was puppy who was scared. Animals are just like people "have feelings". I offered to help watch it when she went to work at night and come to find out i want a dog. My neighbor and i have become girlfriends and i notice now she is more conciderate with not making alot of noise above me. Life is too short to be acting like children. Also it is how you approach the person. Always smile and shake the person's hand and 99percent of the time nails will not be put in your tires.But if the person is a jerk you can call the police because all city have a noise ordinace 6am-10pm.
