Before you all freak out that there are all these dog muderers out there, there ARE people with nothing better to do than sit there and say that they will shoot a dog or feed it glass or cyanide or whatever to get you riled up and pissed off just to see what your reaction will be on these posts. They are weirdos.
I have lived in many apartments with noisy neighbors. Now, I live in a house, and yes there are still barking dogs, screaming kids, loud bass, etc. It doesnt matter whether you're in a house or apartment, just grow up and learn how to handle things with people like an adult first, without resorting to poisoning dogs, calling the cops, slashing tires, etc.
I was formerly a property manager, and noise complaints are definitely some of the most difficult to handle. Some complaints are legitimate, and of course some complaints are people that are just a little too sensitive to noise. Apartments are noisy. It's part of apartment living, you share walls, and you have to expect SOME noise. (Always live on the top floor if you can help it, they are the quietest!)
I had one resident that complained constantly about their upstairs neighbors making too much noise. It turned out that the upstairs neighbors had a 1 year old baby that was learning to walk. What was I supposed to do? Tell the family that their baby can't learn to walk because their downstairs neighbor expect dead silence? Then the residents think it's managements fault because they aren't "fixing it."
Excessive barking dogs, partying late at night, rampant kids out of control, thats another story, those inconsiderate residents need to know what they are doing is wrong.
My suggestion is to meet your neighbors when you move in, that way if you ever have a problem with each other there is an "open door" of communication. Sometimes I think people are afraid of their neighbors, but if you are nice about it, most of the time people don't even realize they were bothering you, and they fix the problem.
If that doesn't work, go to your manager, but keep in mind that the manager can't do a whole lot about it. It is VERY hard to evict people just because they are making too much noise. The judge does not like to put people on the street easily for such minor things.
If it really bugs you, last resort, call the cops, but be prepared that that will REALLY piss off your neighbor, more than just you knocking on their door. But, the good thing is that if you call the cops, you can get documentation that is back up that the manager can use to help in the eviction, if necessary.
