In the states, there is no Federal Law on Nudity. It is usually a State or Local issue. Because of this, what goes on in one town does not mean it can go on in another. Take Brattleborough, VT. or anywhere in Vt. There are no State laws on nudity so it is legal to be nude anywhere, both in public and private. Some towns have created their own laws and some areas have zoning laws that prevent it. Think Homeowner Associations. Now in NY that would be an arrest able offense to walk naked in view of others though Lewd and Deciduous acts are hard to pin down.
