If you want to remain anonymous, make them feel stupid, and get them to quit, pay a 12yr old $20 to knock on the door and tell them that they told the nice policeman where his apartment was cause they saw him diddling himself or his wife. Chester the self-molester will put his schmeckle away for good. If this is no help, then tell your landlord, threaten to move with legal action against the complex for not keeping the kid-zone free of pollutants. As a rule in the state of Colorado, and ALMOST everywhere else, if there is a playground or swimming pool, it is considered a kid-friendly zone, and as per Housing Regulations (even if not stated in your lease) indecent exposure next to these areas incurrs an extra $5000.00 fine, and a mandatory 5 years for involuntary child molestation... New laws for pervs to follow... tsk tsk... If you don't have kids, and you are home ENOUGH to see this ALL THE TIME and don't give mr. or ms. perv the hint by closing the blinds- you might be a vouyer... the opposite of exhibitionist... or... "one who likes to watch" so do what you need to do or shut up.
