well let me tell you, every request even if is only for a bottle of water make a letter and send it by certify mail to the office it doesn't matter that it is the same address that you live. Make it to attention manager and Landlord even though you go personaly to talked to this people send the letter that's the only prove that you have that you talked to them about any problem that you have after 3 or 4 bussines day you don't hear from them send another if by 10 days you don't hear from them. you can call this number La housing department(rent stabilization)866-5577368
