I live in california and our manager goes through the dumpster at our apartment complex and takes things out of individual bags of garbage, including paperwork and anything that interests her. She takes it to her apartment or leaves some things out on the ground for others to see. Is this legal?

Additionally, there is evidence (missing jewelry, etc} that the manager is getting into our apartment. The only other person besides myself and my husband that has a key is the manager. What can we do about this?
