Check with your local housing authority. You may withold paying rent, but only for specific things. However, If they're actively working to fix the problem, you will probably have to pay. Sometimes speaking to your landlord about how frustrated you are helps. Maybe they will be kind enough to compensate you for any inconvienences. Good luck :0)
