My mother lives in an apartment in Oregon where her landlord controls the heat for all the units (no she doesn't pay a heating bill either) and she freezes almost all the time. Is there anything she can do about it? She constantly has to go to his house across the lot to get him to turn on the heat and he still won't do it. The landlord instead will run some heat during the day when no one is around and then turn it off at night. Can he legally determine when and for how long tenants can get heat?
