I need to know 'How dose the "Renters Rebate" system work?

If i am a owner of a multi-unit housing Complex,.. And i have a 2 tenents on lets say SSI and at the end of the year They ask for a paper work concerning the money they gave me for Rents and i give it to them, will that money thay get from the state be charged to me???
